Android Advertise as Server

So I’m currently sat on a train with naff wifi coverage. I’ve got 80gb of synced content to my mobile phone and I’m running Plex Media Player on Windows 10 (tablet).

I’m using a HooToo device, so I know both android phone and windows tablet are on the same wifi, so no problems there. But when I enable “Advertise as Server” on my Android phone, nothing shows up on my Windows tablet?

Am I missing something!?
