ANGLE Renderer and Normal Quality stuttering on a RX6400 @720p h264

Apologies, changed the title of this so that someone sees that it’s a software problem, not a hardware one.

I have a low profile PC as my HTPC which limits the graphics card selection to low profile cards, so I bought what I thought was the best which is an XFX RX6400. This used to work fine, but on recent builds I am getting severe stuttering on 720p h264, 1080p h264/x265 and 4k x265 files. I have to constantly switch between Normal Quality (ANGLE Renderer) and Normal Quality. It is random as to which renderer works fine on this card. I’ve updated with the latest drivers and the CPU has plenty of power and the PC is connected to the NAS via a 1Gb wired connection (transfer speeds are maxed out for 1Gb).

Any ideas or logs I should send for examination?

Usually this is caused by weak GPUs (which appears to not be the case here) or GPU drivers configured with certain options. Setting antialiasing has been one such setting in the past. So you may want to check your settings.
Additionally make sure it isn’t using an integrated GPU. Should be obvious by looking at the resource monitor and checking the GPU usage.
