Help Troubleshooting an environment problem causing stutterring on 24fps file

I have a strange problem on one computer playing a file. It is my most powerful computer and some video files stutter horribly, while other lesser computers can play the same file just fine. I’m asking for some troubleshooting assistance - where should I look first!?

My environment:
The problem computer i9-9900k/nvidia 3050 32gB ram/20gbit network. Dual-display, Nvidia/Intel. The stutterring problem occurs exactly the same on both Intel and Nvidia, in both Plex and Plex HTPC. OS Win 11 Workstation (NIC teaming support). Monitors are both 4k/60fps (can’t do 24fps)
The file: 4k HDR HEVC 24fps direct-streamed to client@ 15mbit/sec
The working computer i7-4820/nvidia 3050 40gB ram/10gbit network.

The problem computer of course works fine running the file with mpc-be/madvr@60fps

It appears to be something related to 24fps playback or perhaps audio decoding/demuxing? The problem computer plays back to stereo headphones, the working computer plays back to an AVR/projector that plays@24fps.

Any suggestions on how to isolate the problem?

My theory is that some environment issue is driving this - but where to start?
Troubleshooting so far:
Network: switched to 1gbit nic/switched to wifi - no change
GPU: disabled vsync, changed resolution to 1080p - no change

I dont think I’m resource limited but am at a loss on what to tweak next to fix the problem
