but everything is ok when play this file with kodi (using plex plugin)
I’m having the same or similar issue. Only happening on the Firestick.

When I start playback on a movie, video is about two seconds ahead of the audio and sits paused for a second or two until audio catches up. It then carries on playing for a few seconds, then the Plex app itself (not the Fire stick) just restarts. It might do this 3 times, or maybe 10 or 15 times when starting playback and then finally play properly. If it doesn’t crash in the first 10 seconds or so of playback, it doesn’t crash at all, just plays the movie fine.
Been going on just over a week I’d say. I tried deleting the Plex cache and app data on the Firestick, but that didn’t fix anything.
It’s happening with lots of different media files. However all my media files play fine from my android phone, iPhone, from PlexWeb in the browser, and from a Roku. Only the Fire stick crashes.
