If I buy hdhomerun and connect to an antenna and my wifi router,I’m I able to watch live TV on Apple TV using the Plex app.

tvOS support (along with other clients) is coming, but not here today

Well, that’s how Plex has always worked in regard to a server. You can view it on an actual TV by using Android TV, either directly on the TV, or an additional box running Android TV (such as the nVidia Shield).
If you have an Apple TV then can I assume you have an iphone or ipad or mac?
First, yes, your server pretty much needs to be up to act as the DVR and it must be pretty powerful as this seems to tear up the CPU with heavy transcoding
If you have the afformentioned apple devices, play the content on them and airplay it over to the Apple TV as a workaround until it is realeased supposidly this month… bobs your uncle …
