I’m aware that currently only Intel and NVIDA is supported for hardware accelerated transcoding but will be ARM architecture transcoding at least on a roadmap or planned future support?
I hope that future support is coming because ARM is just more energy efficient.

You may need to be a little more specific with your question. Hardware accelerated video transcoding is already supported on at least two different platforms for Plex Media Server: The Nvidia Shield and M1-/M2-based Macs. There’s a fairly popular feature suggestion to support it on Raspberry Pis, which you can view/vote for here:
