Plex does not support hardware accelerated transcoding on ARM based systems(*).
It is supported on Intel CPUs with Quick Sync Graphics and on Nvidia GPUs.
(*) As mentioned in the above support document, hardware accelerated streaming is supported on the Nvidia Shield and some WD My Cloud devices.
