You may need to be a little more specific with your question. Hardware accelerated video transcoding is already supported on at least two different platforms for Plex Media Server: The Nvidia Shield and M1-/M2-based Macs. There’s a fairly popular feature suggestion to support it on Raspberry Pis, which you can view/vote for here:
