Auto-tagging is always throttled

Server Version#: 1.17.0.1841

I have been a Plex Pass member since 26/08 and in that time not a single photo has been auto-tagged. My logs are full of ‘AutoTagging is throttled’ messages but no tags are visible at all. I have followed the instructions for creating the photo library, including dropping and recreating, and definitely have the ‘Automatically tag’ option selected.
What is going wrong?

None of my photos seem to have tags either, but only added photos this week.
