Automatic tagging not happening (throttled)

Since subscribing to PlexPass (April '19) I tried to use the auto-tagging feature that was advertised as a part of the subscription. However, no photo was ever tagged, I always get something along the lines of

Aug 14, 2019 07:08:44.797 [0x7fc8b9ffb700] WARN - AutoTagging: the service is currently throttled, skipping item 46064

I have checked if any tags are available via Photo Library => All => Tag, which was always empty. What else is there to correctly enable auto-tagging?

Any ideas?
