I want to format my media computer soon and do a fresh install, is there any way to back up all the information like On deck for all the various users?

That’s saved in the PMS database. If you back up correctly, this should include the database, it should all return to the same once restored.
If you have a spare hard drive, you could move the whole Plex data folder over to it.
Make sure it is formatted with the NTFS file system and not FAT32 or exFAT!
Then all that’s left is to save the Windows registry branch of Plex server.
