Bottom controls hide when mouse over

I am currently playing a 16:9 video on a window of size 1165w by 1250h px.
Earlier tonight I was playing content when suddenly the bottom web player would hide on mouseover making it impossible to access the controls. I recorded a video but I am still trying to reproduce the behavior. When it was occurring it was when the video was playing, not when the video was paused. It’s as though the hover over detection was not working, as the cursor will change.
