Controls won't hide

I’m playing videos on my chromebook(s) and the controls refuse to hide. They will move a tiny bit (like they’re beginning to hide), and then go back to being fully visible, every few seconds. It’s extremely annoying. I’m using chrome, as I’ve mentioned I’ve tried multiple chromebooks since this issue has been going on for well over a year and I’ve gotten a new chromebook. Additionally googling the issue just reveals hundreds of posts about the issue that were never resolved. Any thoughts would be appreciated because I’ve really never used a video player that couldn’t manage to hide the controls…

I have the same problem with a chromebox hooked up to a TV.
The Plex web app in full screen behaves like it is receiving mouse events. It keep happening even if I disconnect the mouse and keyboard.
