I have to say that I play 4K content from Netflix App on same Smart TV and without any buffering or other problem.
I stream from Evo seedbox.

Same boat as you @zalalty8_gmail_com , I like plex but lately I haven’t been able to overcome these buffering issues that plague my user experience.
Will need to provide more info if you want any input. What’s your server on, what client are you having issue with? Do you have your static IP and port forwarding setup as well?
I agree, the buffering is quite annoying. However, the reality is, streaming issues may not always necessarily be an issue of PLEX. I have a seedbox, and sometimes their servers are highly active, which sometimes impact my streaming, and have to change to a lower quality. Sometimes it’s my ISP. So be mindful be for you immediately blame PLEX.
Because these are issues I can’t really control, the best way I found to deal with it, is to simply download slightly smaller files. If it’s a movie I turn out to hate, watching it in full HD isn’t going to make the experience better.

I think these problems could be solved by increasing Plex’s buffer for streaming to the TV, though I’m not sure if it’s possible on LG’s OS.
