Buffering issues in enhanced player

Server Version#: 1.19.2.2702
Player Version#: 2.16 (14822) - AppleTV

I am running Plex Media Server on a beefy Lenovo laptop with Windows Server 2019 1903 as the OS. The same laptop hosts a few VMs over hyper-v, but PMS is run on the host.

Back when I first installed this setup, I had to switch off LSO to get rid of buffering issues. Since about a month ago though this setup is again not usable (has been running for 9+ months) as constant buffering issues are reported. LSO is still off (tried enabling and disabling it again as well):

Buffering kicks in after around 30-60 secs from the start of the play. When this happens, the consumed bandwidth drops to ~1-2mbps. Oddly enough, if I enable the Enhanced Video Player debug overlay, the issue kicks in later, after around 1.5-2 mins.

What I have tried without effect:

  • Switch off LSO (rebooted afterwards)
  • Switch of packet coalescing (rebooted afterwards)
  • Install latest Intel network adapter drivers
  • Swap adapters
  • removed one adapter and used the same adapter for host and guests
  • removed and re-created all hyper-v virtual switches
  • reinstalled Windows Server
  • verified and replaced network connection of AppleTV

This speed drop happens in Direct Play, Direct Stream and transcoding as well. I am experiencing this drop with the iPhone client as well as the AppleTV client and it reproduces with all content I have.

I am not able to reproduce the issue with the standard player, only with the Enhanced Player.

How could we diagnose the source of buffering issues when using the enhanced player?
