I had posted a comment in a previous topic, but thought I should create my own in case the issue was different.

With the enhanced video player turned on, the server will see an initial network transmit rate over 100 Mbps during the initial video load, and after a few seconds it will drop to a steady 2.5 Mbps. The video will eventually start stuttering, presumably once the buffer runs out as the network transmit rate of 2.5 Mbps cannot keep up with the video’s bit rate.
With the enhanced video player turned off, the server’s network transmit rate is not capped at 2.5 Mbps and the video will play without issue.
@kazibole Are you seeing this at a specific bitrate and greater or all the time?
I direct stream > 2.5mbps on iOS all the time with enhanced player and it hasn’t happened to me yet. Trying to understand particular scenario to head it off at the pass with my Dad’s environment, I don’t need the 70 year olds TV system messing up.
@Dr_Tone I have experienced the issue with multiple different files over 2.5 Mbps, however I cannot say if it happens on all of them as I generally have the enhanced video player turned off due to this and other issues.
I am also not sure if the 2.5 Mbps ceiling is specific to my set up at all.
If you want to ensure your dad does not experience any odd issues, I would recommend leaving the enhanced video player turned off.
I’ve had similar issues intermittently with the experimental player and a wired connection. Switching to a wireless connection (yes, I know it’s counterintuitive) resolved this for me.
It may not be the same issue you’re facing, mind, but HTH!
I should note that the issue only started occurring when I upgraded my server from Windows 2012 R2 to Windows 2019. Prior to that the Enhanced Video Player was working fine.
I’ve started having this issue again with certain media files. They fail to play entirely on the Apple TV (experimental player on or off, doesn’t matter, “there’s not enough bandwidth” error pops up), but work fine if I use a RPi4 + Kodi + Plex addon.
I look forward to this dropping in mainline client soon!
I can confirm the same behavior on my set up! After years of running Plex without a problem I am seeing buffering for the last 8 to 10 weeks. I am currently testing if it is connected to the new iOS video engine.
I am seeing this on all iOS devices, Wi-Fi as well as LAN (ATV 4K), and I am sure that it is not a performance problem as the server as well as the network shows little to no load. After starting playback it will buffer the first part with over 100 Mbit, then drops to 2 to 3 MBits and eventually starts buffering.

Sorry, but that is not really an option - given as it is not really clear which KB / which patch it is. But I understood that six weeks ago on a Test Flight beta the issue was resolved, or does that not cover the Win2019 Srv combination? There were numerous iOS updates since end of April, but I see nothing in the changelog with regard to this issue.
There is another far bigger thread on this forum, where Plex does comment on this. Last word is, this is a Server 2019 issues and it’s being looked at.
Found it. Pretty disheartening as the Plex team does not seem to investigate anymore as it seems to be an ATV / W2019 problem. I just hope the old player stays…
