NOTE: I have posted this on another thread, just trying to get as much exposure/help as posible.
I can’t believe this has been going on since Feb 19, for a few months now I have had the same problem on and off, not sure what has changed but it’s now unbearable as now When I click play I watch the bandwidth sky rocket to buffer a head like you would normally expect but after that initial burst it then dies right down to a few kbps but never starts bursting again the video will play for around 6-10mins before stopping, if you bring up the controls while watching you can see where it’s playing and where it’s buffered up to, but the buffer never moves again. When I go through the logs which I have attached I always find Failed to stream media, client probably disconnected after xxxxxx bytes: 10054 - An existing connection was forcibly closed by the remote host.
The logs I have attached only shows for one media file but the same thing happens for whatever content I watch. I first thought it was hardware issue, I replaced network cables, used a spare switch, used wifi only, used different devices, web, 2 different shields, HTPC, all with the same result at some stage it comes up with the client disconnected in the logs. I also moved the Plex server (install) to another computer to rule out the Windows 10 PC, same thing happened on another windows 10 PC. I did a fresh install and just moved over the watch status, same thing happened on both Windows 10 PC’s. It wasn’t until I came across a thread yesterday so I removed plex (kept local application intact though) and reinstalled with an old version of the plex server prior to 1.15.0.659 and what do you know it fixes the problem. How has the plex team not fixed this problem yet, I understand that it may not affect everyone but it’s obviously a known issue. I also have a few family members that watch content remotely and they very rarely (as in weeks) have any issues. I’m like WTF they have a better experience over the internet than I do on my local network. Any help would greatly be appreciated.
I’m not sure if this is much of a contribution, other than being a “me too” bump post, but I’m experiencing these exact issues. Windows 10, Plex Media Server 1.19.1.2645 using the service wrapper
I’ve tried both playing using the Plex app on Android TV and casting it to the Android TV device.
While playing it directly from the PureKTV client, it just appears to freeze, and when casting from the computer, it shows the buffering animation.
In both cases, I see the network activity go up to 20Mbps for about 30 seconds and then I see all the problems listed here

My plex has been working flawlessly on windows 10 until recently. I can barely watch anything now. Nothing loads, and if it does it just constantly buffers. I’ve rolled back to older versions and still the same. I have more than enough bandwidth. I’ve always used direct play for max quality with no issues. I think the problem started when the LG TV app updated last week. Now its pretty much useless
Anybody ever find a solution here? I have the exact same problem. On all devices the content just buffers forever with playback being impossible.

For me the issue is not limited to my Win10 PC, but even the mac I use as a server. There is no error message, the content is simply requested and then not delivered again and again forever.
I also have been experiencing the same thing, terrible buffering on my ipad which has worked for more than a few years without issue. Been on W10 without issue for at least 2 years, but about a month or so ago, all my ipads started buffering. Almost every movie is unwatchable. Ipads work fine with netflix, amazon prime video, all other streaming services
