Plex on Roku stops playing a file after about 20 minutes

I am having an issue where I use Plex on multiple Roku devices. 2 TV and a Roku Player. But it seems like after 20 minutes or so. It will start buffering over and over and then I get a message saying it cannot be played. Sometimes I get a message saying it is the transcoder and to try and play the file at a lower quality. And sometimes I get a message saying it is a network issue.
I am using the Plex server on my Windows 10 desktop. I have used it for years and havent had any issues. But now it happens all the time. It plays a file with no issues until we get to about 20-40 minutes.
I have looked online and I havent really seen anything that talks about this issue with Roku and Windows 10. But I may have just not have found it.
I would like some help in just troubleshooting this. What to look for in logs. What to look at on my computer.
I dont have any buffering issues with anything else. It is just the Plex app I keep running into issues with. I just dont know really how to troubleshoot this. So any help will be appreciated.

I noticed this repeatedly in my PMS logs whenever my Windows 10 CPU would spike to 99% and start buffering for all users. It was almost like a DDoS. It was repeated every 10th of a second.

We didn't receive any data from XXX.XXX.XXX.XXX:52332 in time, dropping connection.

I blocked the remote IP using Windows Firewall and everything was fine… until it started again. This time I noticed that the IP was using a RokuTV, the same device that I blocked earlier. I blocked it as well and my server has been stable since. I’m not sure how old the Roku devices are and if this is an issue with an upcoming DST Root CA X3 expiration or not. Either way, blocking IPs of Roku users has been the short-term solution for me.
