Buffering on higher quality constantly

Hello,

I have a Plex Media Server running on Windows Server 2012 R2 on a Dell Poweredge T620 with
2x Intel Xeon E5-2620 @ 2.00GHz, 6 Cores, 12 Logical Processors
24 GB RAM

playback is on the local network only and no other streaming platforms have issues. Shows / Movies that are lower original quality play just fine but higher quality BluRay (1080p) buffer almost constantly.

I have tweaked some settings from what I have read in articles and on the forums but nothing really seems to help. I did enable verbose logging briefly and saw the speed fluctuates between 1.2 and .06 usually. The CPU is never even close to 10% but buffering still happens. I am stumped!
