Buffering on media player server

I have plex installed on my desktop.

I will consistently have issues getting playback to happen, while trying to watch things on plex from my local computer. I am connected to localhost so there should be zero buffering. Why is there buffering happening (especially buffering that takes a massive amount of time)

Sounds like you’re transcoding. What platform/client are you using? If Plex Web and on Windows or Mac, try Plex Media Player instead. Download at https://www.plex.tv/downloads/. PMP direct plays many more items than Plex Web.

How to check for transcoding (besides CPU at 100% & fans sound like leaf blowers):
During playback, open up a Plex Web session to your Plex server. Go to Status -> Now Playing.

For transcoding, the output is "converting (throttled) and the cpu is at zero percent. I have the latest gen i7 and the computer is idle except for the video playback. There isn’t an issue with throttle the device.

It appears to be network related, because I mostly get this issue when my network is down or slow, which makes no sense.

The problem is you are transcoding.

What client are you using (how are you watching the movies)?

If web browser, try Plex Media Player.

Analyze the movie with MediaInfo, https://mediaarea.net/en/MediaInfo. Attached the text output (Options -> Text) to your reply.

Also, what version of Plex Media Server are your using? See Settings -> Devices -> Servers.
