Buffering on remote streams above 3Mbps with over 40Mbps available upload

Greetings. I’m trying to figure out why I cannot remotely stream content at anything higher than 720p/3Mbps (and sometimes it even buffers on that setting).
Using Speedtest I confirm that my upload speed (from server network) is usually over 40Mbps (the test ends at around 50Mbps, though it usually starts at around 17Mbps for a second or two before rising).
I’ve tested remote streaming both on WiFi (around 400Mbps download) and mobile data (around 200Mbps) - this is in my sister’s house and thus NOT on the server network.
As such, I have to assume that bandwidth is not the issue here.
When I study the dashboard when streaming, there’s usually a spike of remote bandwidth when first playing something, reaching 6Mbps, and then it settles at around 3-4Mbps. The interesting thing is if I up the quality to say 1080p/8Mbps, it obviously buffers an awful lot, but the remote bandwidth never goes above 3Mbps. It also has nothing to do with transcoding as I can put the quality on “Max” so that the content is “Direct play”-ed, but even when the content itself is around 10Mbps (and thus still well within bandwidth), on the dashboard the remote bandwidth STILL won’t go over that 3Mbps threshold, and actually looks more like a heart beat sitting on 0Mbps more than it sits on 3Mbps.
I’ve gone through all settings with a fine tooth comb, but even though I have a big pipe, PLEX only ever wants to use a fraction of it.
The interesting thing is one time I performed a Speedtest whilst watching the dashboard whilst streaming at 3Mbps, and this made the remote bandwidth spike to something like 11Mbps whilst the Speedtest was being performed.
I just don’t understand if the bandwidth is there, why isn’t PLEX using it?
Any thoughts or suggestions would be most appreciated.

On your iOS device, start up the Plex app.
Click your hamburger menu in the upper left to make the left sidebar visible if it’s not already.
In the left sidebar, top right corner, click your gears.
That opens up your Settings. Navigate to

Sorry for the delay in response (busy times), but it transpired that my router at home was having odd issues, whereby even though a Speedtest showed a high upload speed, actually uploading a file proved torturous. Once home I had to shutdown the router for ten minutes for the actual upload speed to match the reported upload speed (even a simple reboot didn’t fix it). Odd. And it’s happened once more since then, too. Maybe the recent heat and power cuts has done something to the router.
