I have quite a few cast-capable devices on my network including a Google Home Mini, Chromecast Audio, Chromecasts, and a couple groups. Therefore I need to scroll down to see some of them. PlexAmp does not allow me to select the last one as a casting target.
I have tried rebooting the last device listed, and actually renamed the last device listed so a different device sorted last. Same thing. When I tap on the last device listed, there is no response.
To illustrate I recreated the issue with pointer locations and taps enabled. I played some music on my device, then cast to something in the middle of the list successfully. After returning to local playback and scrolling down, you can see tapping on the last device does nothing.
