[Bug] Collections / Playlist tabs do not appear when creating a new collection / playlist

The Collections and Playlists tabs do not appear in a library after creating a new collection / playlist and there is no way to access the collection / playlist until a refresh of the page. Similarly, the Audio, Video, and Photo tabs do not appear on the Playlists page until a refresh of the page.

Steps to reproduce for collections:

  1. Start with a library without any collections. No automatically created collections and no manually created collections.
  2. The Collections tab is not shown when entering a library (this is correct behaviour).
  3. Add any item to a new collection.
  4. The Collections tab does not appear in the library and there is no way to access the new collection (if the library collection setting is set to Disabled).
  5. Refreshing the page will show the Collections tab in the library.

Steps to reproduce for playlists in a library:

  1. Start with a server without any playlists.
  2. The Playlists tab is not shown when entering a library (this is the correct behaviour).
  3. The Playlist page is not shown in the sidebar (this is the correct behaviour).
  4. Add any item to a new playlist.
  5. The Playlists tab does not appear in the library and there is no way to access the new playlist.
  6. The Playlists page does not show in the sidebar and there is no way to access the new playlist.
  7. Refreshing the page will show the Playlists tab in the library and the Playlists page in the sidebar.

Steps to reproduce for playlists on the Playlists page:

  1. Start a server with only playlist of a single media type (i.e. only Video playlists).
  2. The Video tab is shown on the Playlists page (Sidebar > Playlists) (this is the correct behaviour).
  3. Add any item to a new playlist of a different media type (i.e. add a track to an Audio playlist).
  4. The Playlists page does not show the Audio tab and there is no way to access the new playlist.
  5. Refreshing the page will show the Audio tab on the Playlists page.

New user, just hit this too. I created a Library and got a bunch of music in it but the Playlist tab never appeared in the Library. I created some Playlists and they showed up in the global Playlist section in the left panel but the Playlist tab never showed up in the library. I had to reload the app for it to appear.
