[BUG] Managed users can change system-level settings

Managed Users can make settings changes that affect the entire system/network and experience for all other users, Managed and Admin. There is no way to restrict this.

PLATFORM:
Android TV, NVIDIA Shield Experience 6.2 update

ISSUE:
A managed user is able to undo/change settings that an Admin has put in place for correct/desired performance of the Plex client system on the network. This includes, but is not limited to changing the name of the Plex Client system, changing the state of Audio Passthrough and bit-rate limits, etc.

STEPS:
Open Plex and select a managed user account
Go to Settings
The first setting is the Plex Client name - change it
Scroll down to Advanced - the first setting on the Advanced line is Audio Passthrough - change it

RESULTS:
Through accidental or purposeful change, a managed user may alter settings that detrimentally affect every other user accessing the same client software and/or any user controlling the client from another client.
A managed user may expect that settings they’re making affect only their own experience.

EXPECTED BEHAVIOR:
All settings displayed for a managed user should affect only that user.

Managed users should have no access to most settings, especially those that affect other users on the same client.
Immediate fix would be to remove all settings from managed users that affect other users of the system - only per-user settings able to be changed/seen. More robust fix is to create a setting that allows these admin-level access rights to be granted on a per-user basis.
