[BUG] Plex does not transcode HE-AAC correctly - impacts ALL android devices

2017 Nvidia Shield - Video with HE-AAC codec

I’m having trouble playing media with HE-AAC audio codec from my windows plex server. The video plays but is not smooth and buffers a lot with no audio. If I force it to transcode it plays just fine. I have tried playing with the client profiles to force Android to always transcode he-aac but Plex seems to be ignoring that. It plays fine on an iPhone and Apple TV. I recorded a few seconds of live tv that uses this audio codec. If anyone needs to reproduce the issue:

1st Gen Fire TV - no sound (HE-AAC)

I have a relatively recent issue with playing HEVC files with stereo HE-AAC. The Video gets transcoded as HEVC isn’t supported, the audio however is direct and the result is a choppy video with no sound. By lowering the playback quality, the audio becomes transcoded and playback is fine. This is on 2 different 1st Gen Fire TV’s with access to 2 different servers and tested with dozens of files. Anything with 5.1 is fine because it transcodes by default so no issue. Older formats are fine. Al…
