BUG REPORT: Music Playlists filter "Track Last Skipped; in not the last" is not working! [...potentially]

Thanks for the update. I have posted a feature request here:

Music Filter Request - Add "NOT" Function

In iTunes, I have a playlist that excludes anything I have played in the last 21 days, or have skipped in the last 10 days. This keeps my playlist randomizer fresh and replenishes my list after a period of time. [05%20PM] I want to be able to do the same thing in Plex. The current filter options let you do the opposite, but not this. Please add? Thank you!
