what files do you need to delete?
Something else you can do if you do not want to delete and re-add the DVR, quoted from another thread and this works for me as well.
This what I am doing for now when I need to force the guide refresh (instead of deleting the dvr devices):
Dir Path: cd /var/lib/plexmediaserver/Library/Application Support/Plex Media Server/Plug-in Support/Databases
sudo mv tv.plex.providers.epg.onconnect-dd669cd0-2b52-4a74-9dd7-5593091ecf9e.db tv.plex.providers.epg.onconnect-dd669cd0-2b52-4a74-9dd7-5593091ecf9e.db.old
sudo mv tv.plex.providers.epg.onconnect-dd669cd0-2b52-4a74-9dd7-5593091ecf9e.db-shm tv.plex.providers.epg.onconnect-dd669cd0-2b52-4a74-9dd7-5593091ecf9e.db-shm.old
sudo mv tv.plex.providers.epg.onconnect-dd669cd0-2b52-4a74-9dd7-5593091ecf9e.db-wal tv.plex.providers.epg.onconnect-dd669cd0-2b52-4a74-9dd7-5593091ecf9e.db-wal.old
sudo systemctl restart plexmediaserver.service
After the application is done restarting it will force the refresh like if you had deleted the dvr devices. If we don’t get a fix soon, I will probably end adding this to a script and removing the .old version
I run on Fedora, and these are the paths for Fedora, and I have a script up above that will do the work automatically that you can schedule once a day, I don’t know where the files are on every system, but this should give you a head start.
Installed 1.12.0.4829 today, and still no fix for my program guide. Can anyone help out here?
Same issue here:

I’m definitely still getting it.

Hi All
I received an email offer from Plex and ended up going for the Free Month Plex Pass Trial… I wished I’d not bothered now! I quickly found out My PCTV Sticks are not compatible so I ended up also using the 25% Voucher Off to buy a HD Homerun 4 Tuner. So at the moment I am in the setup stage of Plex DVR and its taking for Eeeeeeeeeeeeeeeeeever to download the EPG. 3 hours in and only at 25%
I live in the UK and Winter Hill is the Local broadcaster, I’m also having the same issue as others with high CPU usage while its trying to setup the EPG. Running an HDHomeRun CONNECT Quatro 125004C1.
Hope there will be a fix soon

If any of you was getting rate limiting errors within the JSON responses, this would be relebant
Plex Media Server version 1.12.3.4947 has just been released as beta
It has a fix for caching bug where the cache was not correctly checked before making EPG requests to tmsapi.plex.tv. With this fix, the volume of requests should reduce significantly - 75% reduction has been observed. This should avoid getting Cloudflare rate limiting temporary IP Bans.
See Release Note http://forums.plex.tv/discussion/comment/1650553/#Comment_1650553
- (DVR) HTTP request cache should properly check for file expiration when requesting celeb/series data. (#8405)
