when I first configured it 2 months ago it began uploading, but stopped at around 600 of /2000.
since then I have:
experimented with auto library/vs interval updates
recreated the folder /on 2 seperate drives
recreated the share
reset the camera upload
offloaded the app (not deleted) and reinstalled
it never uploads more than 5 now.
I have attached screenshot and logs
I hava a video grab of symptoms and will test with beta app now

I have the exact same problem like you (stops after 5 uploaded photos) and I have also tried everything. Did this get solved for you or are you still looking for an answer?
No still waiting. I was hoping an admin would translate my logs…
It appears possiblly removing the app (completely) and reinstalling may fix.
I’m dubious though as beta app does same thing.

I can see errors in the January 8th log which look like some timing issue - a temporary file for upload not accessible.
What is the version of the Plex for iOS app you are using ?
And what version of Plex Media Server ?
If it is still happening please get me logs with the current versions (and keeping verbose logging as well debug on the server - as verbose is important for camera upload issues)
The log you provided was good - capturing the problem after few uploads and after a server restart. Before submitting it as an issue to the development team, I need it to be tried on latest beta version 1.12.0.4829
So please download it from https://plex.tv/downloads and install it and then reproduce the problem and get me new logs

I found that if I modified a image that was stuck in the camera roll it would upload. These images are items migrated from a previous phone. I’m thinking it’s more of a permission issue.

Of my stuff was up to date and has been for the many months this has been happening.
I’m running server Version 1.11.3.4803.
EDIT: I have updated to version 1.12.0.4829
Exact issue remains.
 the images themselves however did exist on another phone. However I think that’s a mute point as found that that all the images in the Plex camera roll read as a size 0.0kb

and owner group as staff
for one set of folders but owner as ladmin
and owner group as wheel

The last 2 were actually successfully uploaded according to the logs and should not show as zero length.
Your Photos library has two paths
/Volumes/Data/Camera Roll Upload
/Users/ladmin/Pictures/Photos Library.photoslibrary/Masters
may be the zero length files were not in the camera upload path but the 2nd path
That size was reported in the iOS app only.
I can’t explain how the permissions appear like that. Is it not expected? The PMS app runs inside the user (ladmin). Does PMS require root user permissions?
Should I delete the contents of /var/folders/vz/q3503kbj12q4l7npz1q4bf400000gn/T/Plex/Upload/
and the share in /Volumes/Data/

Deleting /var/folders/vz/q3503kbj12q4l7npz1q4bf400000gn/T/Plex/Upload/2639994/82DA31AF-1242-486E-8C14-6FBBED1CE508
may help for any stuck uploads
but I am still waiting for you to get me the list directory output for each of these

With regards to your library setup, did you want to combine camera uploads and other photos into one library? At the moment your photos library has these paths defined
/Volumes/Data/Camera Roll Upload
/Users/ladmin/Pictures/Photos Library.photoslibrary/Masters

I have the same problem - camera upload stops after random number of uploaded photos.
Android version: 9
Plex client version: 7.19.2.117899 (5a12aa06)
Plex server version: 1.16.3.1402
The solution for me was to keep the charger attached all the time during upload.
Never stopped upload since.
