There is one decision you need to make first:
Is the NAS also intended to be your Plex server, or is it just storing the media files?
My NAS is an antique and it doesn’t matter because the Plex server is a separate box.
You might look into Unraid. It is a flexible NAS OS if you have a spare computer. I run my Plex on it without any issues but is a newer machine. If your only going to use it for a NAS then you don’t need anything very powerful.
