I’m not enjoying the Nvidia Shield experience and want to give Windows a try. Do I have to install both the PMS and the App on the machine or just PMS? Also if I have to install both, can I install them to the same machine?

Depends on whether you want to use the machine as a serious player too, or only as a server.
Yes, both server and player can run on the same machine.
