ok i cleared the codecs folder again.
tried to play a video that gives an error. it gave an error.
tried playing 1 that does work and it downloaded the codecs and then started to play.
i then tried another one that gives an error and it still gave the same error.
(File removed)

This server has attempted to download the codecs so many times now that it’s throttled by Plex.tv (limit is 30 times per day) – ERROR 429

You need to let it clear the timeout on its own. This is not something I can manually clear for you, sorry.
