Can't connect my android to PS 4

I’d like to cast videos stored on my android to PS4, but I have two problems.

1. my android Plex app can’t find my downloaded videos

2. when I select “connect to device” my PS4 doesn’t show up. Both phone and console are on the same Internet, and are both currently updated to the latest Plex version. Console is on an Ethernet cable, whereas phone is on WiFi.

Casting downloaded videos is not supported.

Where is the Plex Media Server? All three devices must be on the same local network.
