CEC pause on source change

I use a Sony W9 2013 TV with cable TV receiver (Cisco 4682) connected to HDMI1 and RasPlex connected to HDMI3.

 

When I switch from RasPlex (HDMI3) to TV's built in tuner the video stops, and resumes after I return to RasPlex, which is great.

However, when I switch to cable (HDMI1) the video does not pause.

 

The (provider's) software on the cable box does not suppot CEC (even though the Cisco HW itself supports it), and I assume that this is the source of the problem, but looking at the logs, the TV notifies RasPlex of the "routing change" and again I assume that this should work.

 

Any ideas?
