Checking Connection Speed ? ??

Where can there be a connection speed issue when you’re essentially on a wired LAN (PC to switch to TV) and on 1GB fiber.

Nothing has changed with my plex settings on my PC (server) or on my LG TV. On Sept. 29th Plex app updated on my TV, but it worked as normal. Then yesterday, out nowhere (never seen before) any show I try to watch I get blue rectangle in the upper right that says its checking the connection speed to my sever. Everything in my LAN is wired, I even tried the Wi-Fi connection on my TV, it makes no difference. I removed the app and reinstalled several times, stopped and started server on my PC, cold booted my PC, the problem remains.
Last night I fired up Plex on my TV and worked just fine, I watched TV all night. Then today the checking connection is back and nothing will play. I replaced the network cables even though I knew there was nothing wrong with them, fixed nothing. I’ve unplugged my TV from the wall for couple of minutes, connection issue remains. It makes no sense, pretty sure its not a transcoding issue, some of the shows are lower quality 720p.
I can tell as soon as I launch plex on my tv that its not going to work, the options listed in the left panel, Home, Movies, TV shows, etc, normally at launch those are just instantly there, now I’m seeing small buffer circles for each one, for 3 - 4 seconds.

Latest I can get on my PC, v1.40.3.8555. App states there is a newer version, but it says it downloads, but then it never installs, and if I go to the plex download site, its the same version I downloaded a month ago…PlexMediaServer-1.41.0.8994-f2c27da23

I have no control of the app version on my LG TV, v5.4.0

Fixed, apparently something became corrupt, backed up my appData folder for plex, and an uninstall / reinstall.
