At the moment if you want to change a thumbnail image of a TV episode, the media manager gives you 3 snapshots to choose. It would be a lot better if you could easily go through the video and choose any frame you want. All within media manager.

If scrolling through the entire movie/tv show is not feasible, how about a "rescan" button where the thumbs are displayed which would provide 3 new images at random?
+1 here! Maybe a simpler approach would be to provide more than 3 thumbnails to choose from? I think 6 would be a good figure.
I think you’re misunderstanding how the thumbnail metadata feature works. Plex isn’t scanning the video and taking snapshots, the thumbnails you’re shown are the ones pulled down from the tvdb entry for that episode (if you’re using the default tvdb agent).
But in the meantime if you wanted to you could generate a thumbnail yourself by taking a screenshot and uploading it in the edit dialog.
