Chrome Browser HW Transcode Fails, Apps work fine

Server Version#: 1.19.3.2764, Ubuntu 19.10, Patched Nvidia 440.82
Player Version#: 4.33.1

If I try using HW transcoding on the Windows App or Android App it works just fine.

Using chrome for the web browser player will work with HW Transcoding turned off. If I turn HW transcoding on and transcode in the same resolution it works (ie 1080p 10mbps to 1080p 8mbps), but if I try changing the resolution the movie just pauses and does nothing forever. (1080p 10mbps to 720p 4mbps).

I’ve tried Chrome on win 10 and chrome on Macbook and same result. Logs attached are when using Chrome on win 10.
