My media drive had an… incident… and is now done for. So, I need to start over with my media library. However, logging on to the serve still shows the full database of media files I USED to have. I’ve tried updating the database through the troubleshooting, no-go, its still there.

Don’t go with the uninstallation. You will lose all view states etc. Which I assume is not intended.
You can either:
delete the libraries and recreate them, as recommended above
edit the existing libraries, go to the “Add Folders” tab. Remove the link to the old hard drive and add the path to the media on the new hard drive(s). That should be all that’s necessary. Benefit of this solution is that all your different Plex clients don’t need any changes.
