Hey! It’s good (sort of) to hear that I’m not the only one. It’s also nice that you ruled out the virtualization as the core problem.
Did you get the same exact error code on the windows client? Did you see any similar patterns in the logs?
I never did figure out what the problem was, so I’m just telling my family to use the web browser version for now. In the meantime, I’m looking at installing an emby VM to see if it has similar issues…

I’m on Proxmox too but before some updates from Plex, I was able to watch movies from Plex client (Windows) and from Android TV (MiBox S).
For now, It’s really hard to start a movie from the MiBox S. After a lot of restart, and trying to swap the quality transcode to original, I can manage to do it. The problem doesn’t occurs on local network. The problem occurs on 3 MiBox S from 3 differents people over internet.
Same for Plex for Windows. Can’t read movie from Internet. With the VPN, everything is working great.
Another problem with Chromecast Ultra (more with the application than the chromecast itself). I can cast, the application start on chromecast but selected movie doesn’t appear and I can’t play it. I need to restart a lot of time the Android application, and when it “started well”, the cast is working fine. Pausing the movie on chromecast can be risky. Play movie in pause works for like 30s, then it mark the movie as read and exit it…
For exemple, 2 anothers users from internet but on Tizen or P2F (for Freebox Revolution) doesn’t have any problem.
As Nep_Blanc said, please give it a huge look at this issue, i’m thinking to drop plex as well.
Everything was working well this year before May / June…
