Constant buffering of direct play content on my Nvidia Shield Pro

Server Version#: 1.28.2.6106
Player Version#: 9.7.0.34811

I have an Nvidia Shield TV Pro connected to a 1GbE wired network and I’m getting frequent buffering during playback of direct play content. I verify through Tautulli that video & audio are direct play (no transcoding) and that I’m connected locally via LAN.

The below logs are from my shield with network logging enabled. It’s one instance of the buffering that occurs:

Most of this doesn’t mean much to me, but this line caught my eye:

Original item bitrate is 20.7 Mbps, maximum allowed bitrate is 0 kbps whilst our bandwidth is 8.4 Mbps.

Why does it say that my bandwidth is 8.4Mbps on my 1GbE network? I don’t understand why it claims there’s a buffering under-run for direct play content.
