Frequent buffering with Direct Play to Nvidia Shield - Server WAN is double the video file quality

I’ve been an avid Plex host and user for the past couple of years and have loved it until very recently. Over the last 1-2 months, I’ve been experiencing very frequent (nightly) buffering issues while playing on my Nvidia Shield through Direct Play for any high quality movies. The server is remote to me and hard wired to 150mb/s down and 150mb/s up speeds. My home has a 1gb/s down and 15mb/s up. I’ve had this issue on my xbox one as well and both the shield and xbox are on wifi with speed tests showing 200+mb/s download speed. The movies will play for the short buffered time and then pause without creating any more buffer. I must then go out of the movie and restart it from the stopped position where I will then be able to watch the buffered 1-2 minutes until it stops again and this stop will last indefinitely. It’s almost like there is no feedback to the server that another packet must be sent but I’m not sure. Randomly, the issue will stop and the server will continue to stream without issue. Also when this occurs, the server shows almost double the necessary mb/s output for the file (For example - a 12.8mb/s quality movie will be listed at requiring almost 30-35mb/s on the server end). As you can tell I’m not the most experienced with the technical aspects and don’t have a background in networking so any help on how I can resolve this issue would be immensely appreciated. Those who are local with the server have dealt with this issue as well but it does not seem to be as frequent. I’ve attached logs and please let me know what else I can provide. A specific example of where this occurred was 2-14-2019 starting around 19:37 while I tried watching my rip of The Golden Compass and had issues for almost 30-40 minutes. Thanks for any help!
