Constant buffering over remote play w/ anything over 0.7mbps, even w/ direct play. Transcoding NOT the issue. Local is fine

Up until a few months ago, I was able to remote stream >1.0 MBPS no problem

Now I can’t crack 0.7mbps remote without CONSTANT buffering and I have to transcode everything down to that

It happens on ALL 3 of my remote devices, an XB1, PS4, and an iPhone over 4G.

I ran speedtests an ALL the devices, host and clients, and they all pass ≥10MBPS DL and UL no problem.

I uninstalled and re-installed plex, no difference

Support from this article I tried:

I checked my log files, searched for the “speed =>” and the numbers ranged from 4-6, so transcoding is NOT the issue

I changed the Large Send Offload settings on and off, no difference

Here is a video of what happens when I try. Note the constant stopping and starting for buffering.

I know plex is supposed to have data valleys, but it shouldn’t be THIS bad, should it??
