Authentication occurs via plex.tv, so Internet access is required.

I am not aware of a way to do so.

Switching between users in a Plex Home uses Fast User Switching, which requires Internet access.

Plex is designed to be used with an Internet connection. When it is not available, not all features are available (and some clients may be completely cut off).
