I have been a long term PMS user for many a year with no complaints - until now. I have a lot of content, including a large collection of MP3’s. This music library rarely changes. Yet, PMS since the last update, is continually scanning my music library.
I have disabled the Library > “ Include music libraries in automatic updates” and also put it down to “daily” … yet this is not stopping the scanning from continuing. I have rebooted the server many times (something I have rarely had to do) and still it continues to fill up log files.
There is nothing sinister in the log files, no slow-log performance issues, nothing that would suggest something is wrong.
I am having the same problem, I use Plex for mov and mkv files and whenever I click update, the entire library scans, load metadata and finishes processing. Again. And again the next time I update.
Previously it would be a few seconds to update, now 1 hour plus.
My internet connection is fast.
I hope it is a bug the guys in the backroom can fix it soon.
(FYI I did a new install and scan, taking many hours and no luck, so I probably would not try that.)

Problem shared is a problem halved as they say.
While this a complete pain, I will keep an eye out for the fixes and upgrade immediately. Plex is such an excellent piece of software and has become such a big part of my media life.
The fix for the repeated matching of unmatched music artists has now been released in beta release 1.13.0.5003. The release will become public in the normal way after an initial period as beta
I’m onVersion 1.13.0.5023 and it is not fixed for me. My music library has been scanning for 3 days straight. One of the problems with this is that it won’t scan my tv and movie library (Which has new content addded but doesn’t show up) until the scan is complete - but it doesn’t complete…

Suggest getting some logs from the server
Get screenshot of windows task manager showing the running Plex processes - to see if there is a stuck scanner job. If debug logging is enabled on the server, get the logs - alternatively wait for next time it happens and collect logs - several times - eg a couple 20 minutes apart just to establish if it is slow or stuck
Do you have a large music library? Are the tracks in folders or flat? Premium Music Library would have issues with a flat structure
This is happening on my system too. Constantly scanning the music library, but also the play button from some media has disappeared, but the extras or trailers are still available.
I have a theory. I have 2 servers with music on it, 1 on the PC and 1 on the laptop. The PC wasn’t doing a scan when the laptop was. So I looked at where the location of the music was. I’m using iTunes. And noticed on the PC that I manually went to the directory where my music was which contains only music. On the laptop I must have used the default Music directory which in my cas was C:\Users\Name\Music\iTunes, which contains other folders with other data than just music. So I’m thinking if something changes in any of the multiple directories, it triggers a scan. I would remove the old directory and add the directory where the music is directly which mine was C:\Users\Name\Music\iTunes\iTunes Media\Music. That way only a scan should occur if new music is added to it.
I’m on the latest version (I think 1.14xxxx) and my music library has been scanning for 2 days. I cancelled it because I’m just sick of it spinning and everything SEEMS to be there. Wish there was a way of knowing what it was actually doing in the Activity view.
As of 09/07/19, I was running v1.16.5.1554 the “current” version of Plex is on a WIndows HTPC. After trying several workarounds, EVERY time I added the Music library to Plex it would SCAN CONSTANTLY. I am aware a Plex member stated effective v1.13.xxx would fix this which was from sometime in 2018, but it is Sept 2019 and it was STILL happening.
So how did I fix the constantly scanning of Music? I removed ALL MP3 ID TAGS from the music stored on Plex. I had things stored as Artist folder–>Album folder–>Songs. I do NOT have a single folder with everything tossed in!! I also unchecked LastFM checkboxes from Agents in settings. But this step was a few days AFTER removing ALL MP3 ID Tags. I wanted to be sure the CPU pounding STOPPED.
I can report it has been FOUR DAYS and all my music is present and ZERO constant scanning.
For context…total music library size is 21.4GB. There are 234 folders with 3432 files in my music library.
Same issue. Windows 10 server. Constant scans and updates the music library. It’s almost like it is completely rebuilding the music library each scan. The issue is the amount of data being used to re-download the SAME EXACT metadata it already had, which is eating up my DATA plan. I’m watching bandwidth utilization on the server while the music scan is running and the it’s just ridiculous that it’s re-downloading metadata it already has.
Could the issue be occurring due to a date change on the files? I haven’t changed any music files for awhile, but have noticed my NAS (Drobo) will periodically change the last accessed date during maintenance.
I have 2 Plex Servers that are actually pointed at the same media. One is Windows Server 2012 R2 and the other an Nvidia SHIELD. Both appear to not be doing partial scans of the music I have and instead are doing full long scans.
Really irritating as it’s taking ages to scan everything when all I did was add an album. Pretty sure this behaviour only started recently maybe with the latest PMS update I’m not sure.
What I find really irritating is the fact that there has been no acknowledgement from Plex that this is a problem. It seems to happen with all of the operating systems, and all we here are “The Sounds of Silence”
– just added that album by Simon & Garfunkel, seemed appropriate. The whole music library was re-scanned for the one new addition to an artist already in the library, but that’s the new norm.
