I get this on every video file I try to play through chrome all of a sudden. My daughter can’t paly anything through her Roko. I can play videos through my roku and the plex app on my computer.
Try going to your server settings and select Extras and then uncheck all boxes. I just started getting this exact same error with a very different setup than you but that was the solution. Something changed since Plex hasn’t been playing any trailers for I can’t remember how long and then as soon as it started again I got this exact error.
That changed it from an error message to a never ending spinning circle.

What if you go to the settings by selecting the user icon in the upper left corner of the Roku Plex app and then go to Player Experience and change Cinema Extras to Don’t Play?
As @roobieroo mentions, configure the client to not play any trailers before movies.
Plex Web: Settings → Player → Cinema Trailers to Play Before Movies = None.
It is a problem with Plex Media Server. There are reports of this for both the public and beta releases. Plex is aware of the problem.
Yes, I am set that way already, still nothing plays, lust the spinning circle or a black screen.

I get this on every video file I try to play through chrome all of a sudden. My daughter can’t paly anything through her Roko. I can play videos through my roku and the plex app on my computer.
Disable cinema trailers.
Plex Web: Settings → Player → Cinema Trailers to Play Before Movies = None.
Mobile/Roku: Settings → Player Experience → Cinema Trailers = Don’t Play.

You’ve exceeded the number of directories that Linux can monitor (Synology DSM is a highly customized version of Linux).
It can easily happen on Synology NAS when adding a lot of music or photos.
To remedy, follow FAQ 16: Increase the number of folders Plex can monitor.
Be sure to reboot the NAS after changing the limit.

Playback Error
Conversion failed. The Transcoder failed to start up
I am on a brand-new Mac Mini M4, 36 TB RAM, 1 TB hard drive, with a Ugreen 2 TB card.
The TV show plays fine. But movies and any other video files (all MP4s, nothing else) start with one trailer, then the orange spinning line, followed by the message. Everything works on remote devices, ipads and phone, no issue. I was about to delete and reinstall, but saw that someone else had done so, and the problem continued.
Does anyone happen to know if Plex is addressing this problem anytime soon? I’ve begun to look into Emby and Jellyfin in the meantime. It seems to be becoming harder and harder for these apps to just work. I am spending more time troubleshooting than enjoying my time.
May I see the server DEBUG logs ZIP file which captures the failed transcode attempt?
The ZIP file will show me what PMS was doing and why it didn’t want to start playback

I see where “Zootopia 2” starts to play and it fails due to subtitle problem.
Can you please share the XML (<media> … </media> portion only) please so I can see what’s in the file?
Also, did you set the Transcoder temporary directory or is it at its default (empty) value?
You need to look at your networking. The server is receiving “Network Changed” notifications about every 7 minutes (which will interrupt everything)
