I had a look around and I can’t find anyone asking this question but is it possible to split a managed user off from my server into a full user?

No, you’ll just have to create a new Plex account for that user and add them as a friend.
As @beckfield has already stated there is no function to convert a managed user.
But if you create a new user, and you’re on Windows, you can use this Database tool to copy over Watched Status
