Converting to a lower quality fails with Hardware-Accelerated Streaming in Plex Web

Also seeing this problem as per my post here [BUG] Plex Web Playing failing when changing Transcode to specific rate. However works if set to "automatic" - #9 by stevezau. Just FYI.
