Perform a complete uninstall: https://support.plex.tv/articles/201941078-uninstall-plex-media-server/
Then reboot the computer and use the newest Plex Media Server installer .exe.
After the installation has been run, you will have to connect the server to your plex.tv user account, before you can use it.
