Yes. Many people run Plex Media Server on AMD based systems.
However, be aware that Plex does not officially support AMD GPUs.
If you want features such as Hardware Accelerated Transcoding and HDR to SDR Tonemapping, you will need to add a Nvidia GPU to the system (1050 Ti or better).
