Do I need to get a CPU with iGPU in order to enable hardware transcode for Plex Server?
I’d get the one with quick sync as hardware transcoding will be quicker on the IGPU in case you ever want to do a remote stream and need the movie transcoded. Although I don’t have a IGPU in my home server and it works well although it’s a 12 core cpu.

OS Windows, Linux, MacOS - yes/ or add a newish Nvidia graphics card.
Any other OS will use emulation to run Plex and those processors might be a little weak for 4K material.
