I think any reasonable perusal of the Plex Media Server release notes topic would show that the server is most certainly not being ignored and that there’s lots of development work going on.
Users have long requested that focus be put on fixing issues and you can see that there have been lots of fixes (and new things) in different areas of the server: DVR, transcoder, metadata, deadlocks, and much, much more. In that respect, things are kind of a Catch-22: If we focus on big, new, flashy features, people will complain about a lack of fixes for existing issues. If focus is made on fixing things, people can think that nothing new is being done. 
(But don’t worry, there’s cool new stuff in the works, too.)
